Employment Passes and Jobs

If you want to work in Singapore, MoM – the Ministry of Manpower calls the shots, no way around it.

They qualify your credentials, match them up with what the labor market wants and issue your work passes, your Financial Identification Number (FIN) number and your green card.

Essentially, the better skilled you are, the more welcome. The Ministry of Manpower publishes a list of sought-after skills and has an online assessment tool to check how you match.

Skills and especially Degrees in Manufacturing (Chemicals, Aerospace, Electronics, Marine), Construction, IT, Healthcare and Digital Media are currently in demand (Jan 2012)

Types of employment and work passes

MoM's working permits are classified according to skill sets and monthly earnings.

Here is a brief overview:

  • Employment Passes P1, P2 and Q1 for executives and managers above SGD 2,800 monthly salary and possessing recognized qualifications
  • PEP (Personalized Employment Pass): essentially similar to above passes but you can stay in Singapore for up to six months in between jobs
  • EntrePass for people building a business
  • S Pass for midlevel workers earning above SGD 2,000
  • Work Permits for unskilled workers

MoM also issues dependents’ passes that are linked to the above passes and permits, as well as various short-term passes for artists or students studying in Singapore.

Gettting That Green Card

Mostly, your company takes care of all the formalities in advance. Your details are filed electronically and MoM decides 'in-principle'.

That paper in hand, you go to the highly-efficient MoM service center at The Riverwalk, 20 Upper Circular Road, #04-01/02, Singapore 058416 (close to Clark Quay and Chinatown MRT station) and get your green card.

Your green card acts like a driver's license in the US or an identity card in other countries and you will need it for hospitals, utilities, getting internet service and when you pass immigration.

All in all, since Singapore is so strongly dependent on a foreign workforce, the whole process is shaped to be fairly painless. The time you need to get things cleared is minimal.
